Frequently Asked Questions1. What is the Entry Level Referee Course?
The Entry Level Referee Course in an introductory referee course designed by the Canadian Soccer Association. All individuals with no refereeing experience prior to 2011 must take the Entry Level Referee Course in order to be certified as a referee in Canada.2. Who is eligible to take the Entry Level Referee Course?
An individual must be 14 as of March 31, 2011 in order to enroll in the Entry Level Referee Course. There are no exceptions to this requirement.3. What will happen if a referee who does not meet the minimum age requirements is permitted to take the course?
If a participant is not yet 14 as of March 31, 2011, that person will not be certified as a referee. The club will be charged for this person’s participation (at $60), and if the participant wishes to referee in 2011, they will be required to take the Mini Soccer Referee Course to certify as a Mini Soccer Referee. They will have to retake the Entry Level Referee Course when they are age eligible.4. How long is the course and how much time will be spent on the field/gym?
Local circumstances affect both the type and length of training required to prepare a student referee for evaluation and registration as a Referee. However, it is suggested that the course should be of at least 12 hours duration followed by a knowledge and understanding assessment and a session specifically designed to introduce successful candidates to the local administrative requirements. The overall expected time to deliver the training is 16 hours, including transit time between classroom and practical training facility and natural breaks. While the amount of practical instruction will vary depending on facility availability and individual instructors, it is recommended that at least 4 hours of instruction be completed in a practical environment.5. What is required of the participants in order to complete the course?
In order to complete the course and be certified as a referee with the CSA/OSA, a participant must do the following:
- Register for course via Course Coordinator (C.C.) no later then 10 days prior to start of course.
- Receive Pre-Course Workbook and Laws of the Game book from C.C.
- Complete Pre-Course Workbook and bring to course (participants will not be permitted to course if they have not completed the workbook).
- Complete In-Class Workbook.
- Write and pass Entry Level Referee Examination at the conclusion of the course.
6. If a referee fails the exam, do they have to take the course over again to referee this year?
No. If a referee fails the exam, they will be certified as an OSA Recreational referee for the year, and will be able to referee in recreational U-18 leagues. Districts will run re-sit exams, at their discretion, at which those who have failed the exam may re-write. If at that time the referee passes the exam, they will be certified as a CSA referee, and be eligible to referee competitive 11v11 matches.Pre-Course Material
The pre-course material is mandatory, and instructors have been directed to not allow a person to the course if they do not have the completed workbook with them.Referee Uniform
A uniform package, available from the club, consisting of shirt, shorts, socks, cards, and wallet, at a cost of approximately $50.00 must be ordered.
Referee Whistle
A whistle is required for the course. This can be purchased at any sporting goods store. A Fox or Acme Tornado is recommended.Day of Course
Participants should be directed to bring the following material with them on the day of the course:
- Pre-course Materials and workbook, pen/pencil/paper
- Athletic shoes and gear (No cleats)
- Whistle
- Lunch/Water/snack, if not being supplied by the host
